In today's world , the car is no longer an expensive form of transportation .In the developed country ,on average , every family owns one car .With the population of the car , the number of car accidents is rising dramaticallly ,resulting in great loss so that more attention is focused on the solving of how to improve the safety on our roads .Many people suggest that the driver who breaks the law should be given strict punishment .Personally , this suggestion is not a rational one .
In the first place , the examination for gaining a driver's license should be strict.People can pass the exam and get a driver'license easily ,although they haven't clearly masterd how to be a qualified driver .Even worse ,many examiners bribe the polices,whose job is to publish the driver license to get a certification of passing the exam directly instead of taking the regular driving test .Under these cirumstances ,many driving killers appearing on the road .Consequently , there are serious accidents that could be avoided.
The second reason comes from unperfect the traffic construction .This improvment of the road doesn't keep abreast of increasing speed of car .Some roads which are narrow and are not smooth can contribute greatly to accidents .Some of the traffic lights are broken .
Neverthless, the effiective advantage brought about from giving much strict punishment for driving offences can't be denied .A driver who makes a small mistake must be fined a lot so the next time ,he will remeber not to repeat the offence .
In sum , without a high quality exams system and good conditions of the roads ,strict punishment will be impossible .
