Introduction

Children are becoming more and more violent and out of control. Everyday in the newspaper, on television, or on the internet there are numerous stories about children who are in gangs and break in to stores, or areinvolved in drive-by shootings, or have plotted and killed a bunch of their school classmates. But, that isn’t all. They are also murdering their own family members for the thrill of it, or just to rebel against any outward authority imposed on their life leaving countless observers to ask, “Why is this happening?” Perhaps two more constructive questions are, “What do we know about this ever growing phenomenon?”, and “What can we do to correct the problem of out of control children?”
Problem / Definition

The evidence of a deeper rooted problem is manifested by more and more children exceeding what is widely acknowledged as societal norms for acceptable behavior. The root problem can be linked to parents who are not consistent with the decision making for the children, who fail to set well-defined and safe boundaries for them, and then fail to to stick with them. This occurs largely because they fail to communicate well with their children. At first glance it appears that parents don’t care what their children do. Regardless of why children are becoming out of control, it is clear something must be done to rectify this problem very soon. The following is a priority analysis showing how critical this issue is:
