Introduction

With the development of globalization and international business, human resource management is getting more and more important in management practices for companies. HRM is developing all over the world because of the greater competition of global market and the managers’ awareness of the importance of human resources. The management practices in some developed countries are quite advanced and can help both the managers and the organizations a lot. But, as a developing country, HRM system has developed in China for a short time, and HR managers are willing to try different ways of management to find a suitable measure for Chinese companies (Green, cited in McConnell, 2004, p134). However, there might be some challenges for human resource managers in China, which may lead to difficulties for their job or barriers for the development of HRM. So, to study the situation of the whole world and China, and analyze the job of HRM in Chinese companies is quite essential. This report will look at the development of HRM in the past decade and compare with the stage Chinese HRM is at. Also, the challenges Chinese HR managers may meet will be discussed.

The changes the HR function has undergone over the last decade.

During the last decade, human resource management has got a great development in the world. HR function, in general, is shifting from the stage of Human Resource Manager to the stage of Human Capital Manager.

HR managers, several years ago, were doing the basic functions of HR, such as communication, recruitment and appraisal, but HR departments now are putting more attention on the economic and the politics. Aughton and Barton (2004, p44) found that HR managers are concerning more about the strategy of their company than before. HR managers now may go with the strategy of their company and make plan and decision, which will make it easier for managers to allocate tasks and fulfill the goal...
