WTO CONCERNS AND ISSUES: DOHA DEVELOPMENT AGENDA
WTO was formed out of transformation of General Agreement on Tariffs and Trade (GATT) at the end of Uruguay Round lasting from September 1986 to April 1994. In all, 20 agreements were finally signed in Marrakech - the Marrakesh Agreement. It aimed to reduce agriculture subsidies, liberalizing trade and opening trade in services like banking and insurance. Trade related intellectual property rights and environmental concerns were also included. The ability of TRIPS for providing access to cheaper medicines in developing countries was also included. NGOs referred the intellectual property rights and industrial tariffs as a limitation on a states policy making and its humanitarian needs. A major concern for developing countries was the problem with trade in services.
The Doha Development Agenda lists down 21 subjects involving negotiations, implementation, analysis and monitoring issues. The important issues are mentioned below (discussions on many of these issues had started before the Doha Ministerial Conference):
1) Implementation-related issues and concerns
It refers to the problems raised by developing countries to the implementation of WTO rules of Uruguay round. Ministers adopted 50 decisions which clarified obligations of developing countries and remaining contentious issues were included in the work programme for coming years.
