With Ontario and Quebec established with a strong population and industrial base, the politicians in Ottawa looked to the great expanse in the west and realized that the area had to be developed from both an economic and imperialistic perspective. In 1896, Clifford Sifton was appointed the Minister of the Interior and he embarked on an ambitious advertising campaign to draw the required settlers. "Only farmers need apply" was the sentiment and to attract the prospective agri-settlers, Sifton greatly simplified the process for procuring a homestead and made generous incentives to buy adjacent property. Unfortunately, such a generous offer attracted undesirable attention. The clash between nativist ideals for populating the west and the qualities of those who were willing to come is worth examination and reflects underlying social and racial beliefs prevalent at the time.
