Voluntary Management
I. Introduction
Volunteer Management is as important as employee management because volunteer involvement is usually related to community level and pubic relations. A well planned volunteer policy will help to ease the management problem and also to maximize the benefits that volunteers can bring in as well as lowering the management cost. This paper will focus on several issues and draft of guidelines that contribute to an effective volunteer management. Each guideline principle will be further explained with some examples and descriptions that I have encountered in real life scenarios.

A. Program structure
1. Short Term Project Volunteer Management
Short term project can be ad-hoc, temporary or one-day event. The volunteers are recruited for simple tasks that do not require deep knowledge of the company or specific skills. Usually the volunteers are recruited by walk-in or massive recruitment from schools and community.
Explanation: The voluntary management comes into demand when there are various projects to be accomplished by the operators and these programs require different levels and scopes of skills and knowledge. The operator is not able to recruit different staff for individual programs and sometimes these programs require short term labor (e.g. one-day event – dogsledding derbie) and so come into the involvement of volunteers.
2. Long-term Project Volunteer Management
Long-term volunteer involvement may require contract between operator and volunteers. The volunteers are expected to be devoted to the long process of program development. The operator may consider developing a special department to help running, monitoring and evaluating the works by volunteers.
Explanation: These projects may be non-profit making or pioneer exploration such as community tourism or sustainable tourism in the developing countries that more charity and development activities are practiced to profit making...
