An important component of being US Congressman is to become an incumbent in order to complete goals and agenda set forth and promised to constituents. This district is spread across four counties (San Joaquin, Alameda, Contra Costa, and Santa Clara) in Northern California, as known as the Central Valley area. This is a highly urban area with a population of 639,088 with a median income of $61,098 . Past elections in this district show a constituency shift roughly every 20 to 30 years. This congressional district has shown about equal amount dominance in respect to political affiliations over this last century. But the shifts to Democratic concentration lead to your current incumbency.
