Introduction
The Department of Human Services (DHS) is Victoria’s largest state government department. DHS provides a wide variety of services targeted to protect and enhance the community’s physical, mental and social wellbeing. The mission statement of DHS is “To enhance and protect the health and well being of all Victorians, emphasising vulnerable groups and those in most need”. Disability Services is a multi-disciplinary team whose approach to supporting people with disabilities focuses on individually tailored and flexible ways to respond to individual needs, assisting them to reach their individual needs and aspirations.
The DHS Performance and Development Framework (2008) outlines how performance and development aligns with other human resources (HR) processes to ensure the department fosters an effective and values-driven culture, designed to attract quality employees. (Performance & Development Framework 2008). Table one outlines the DHS Performance and Development Framework.
The DHS Progression, Performance and Development (PPD) System forms part of the wider Development Framework and this integrated approach to performance and development, aims to deliver several workplace benefits to employees, managers, clients and the department as a whole (Performance & Development Framework 2008). Through this process, each employee develops an individual PPD plan.
