The implementation of universal suffrage has long been debated since the return of Hong Kong to her motherland in 1997. Although the Standing Committee of the National People's Congress has made an official decision ruling out the suffrage in 2007 and 2008, the pro-democracy legislators are still paying every bit of their effort in a bid to draw it back. One of the methods is to hold a referendum to find out whether Hong Kong people want full democracy by 2007.

On the other hand, the chief executive Tung Chee-hwa warned them that any idea of holding such referendum was unrealistic and would not be supported.

"This act has departed from the process specified by the Basic Law. As the National People's Congress has made a decision, we have to actively study, implement it.
